Karima Nigmatulina, acting director of the Institute of Master Planning for Moscow City, explained that delivering well-balanced infrastructure improvement over the next two decades would be of central importance to ensure the capital remained globally competitive. As she revealed, the metro system had been developed at a time when the city's population was around only 3 million. It has now expanded to a total of 12 million. She said, "We have transport infrastructure that needs improvement in a city that is very monocentric, with around only 10% of the population living in the centre where 50% of jobs are, while 90% of the population is based in the outskirts. That is the imbalance that we are working to correct with the masterplan." The wide range of infrastructure works, including the development of new federal buildings and regeneration for the wider Moscow area known as the Oblast, were attainable, despite economic challenges, she said.
