Legislators and executives at every level of government act in ways they deem beneficial to the governed. Cities provide tax-deferments to private businesses in order to entice them to move within their boundaries. States enshrine pension plans into their constitutions. And we all have examples of how Washington fiddles around. Seldom, however, do they consider Newton's Third Law: For every action, there is an equal and opposite reaction. Unlike physics, government policy-making is not a science, nor does it seem these days to be even rooted in reality.
