The Competition Policy Institute asked the U.S. Supreme Court to review a 10th Circuit Court of Appeals decision that struck down FCC rules protecting the privacy of customer information collected by telephone companies. U S West appealed, saying the rules infringed on its free-speech rights. The percentage of schools connected to the Internet jumped from about one-third in 1994 to 95% in 1999, due to the federal e-rate program, state programs and donations from technology companies, according to the U.S. Department of Education.
