In many respects this is not the time to be starting something new or engaging in the next phase of a massive capital expansion programme, but this is exactly where the port complex at Tanger Med in northern Morocco finds itself.rnHaving opened phase I (three million TEU of throughput capacity) of an envisaged four-terminal eight million TEU container-handling complex in 2007/08, the altogether bigger phase II of the project was due to have started last year.rnInternational terminal operators were keen to participate, with PSA International and APM Terminals (APM T) on board to front the port's Terminal 3 (T3) and T4 facilities when provisional concessions were awarded in August 2008. They were due to work with Marsa Maroc, a local stevedoring company, and SNI (an investment company) and the Akwa Group, respectively.
