Influence starts from people rather than from one leading entity. Hierarchical organizations can neverbe as resilient and influential as complex human networks. The strength of HUMINT influence networkslies in the ability to adapt spontaneously to the challenges of the environment. To influence at a sociallevel, a network depends on the degree to which members know each other and how enduring thebonds are between them. These powerful personal links, often based on friendship and sharedexperience, can provide high levels of trust and loyalty. Every individual is free to contribute, as much as possible, to his talent, withouttaking bureaucratic rules into implementing new ideas, technologies, and strategies. Once an idea,technology, strategy, etc. is considered as having a high probability of success, it is immediatelyimplemented across the entire network. Another feature of these networks of influence is that they canappear, organize the activities for which they were created, and then dissolve as spontaneously. Inother words, their flexible, agile structures, often without a coordinating leader, can act as thecircumstances dictate, in line with the weaknesses (vulnerabilities) of the target.
