Use restrictions can be a powerful tool to promote the interests of the public and the Agencies themselves, but they can also be a burden if they are not employed strategically. Their indiscriminant use would be as detrimental as their indiscriminant rejection. But their potential is too significant for the Agencies to ignore any longer. In 2013, federal land managers face a new reality of unprecedented threats to the natural resources they manage.
