VIEWS FROM THE ROUNDTABLE

There has been extensive debate across the sector in the past few months, as we have responded to the various government consultations on some of the technical aspects of Defra's resources and waste strategy. As part of this process, ESA hosted a series of roundtablcs, with participants from industry, producers, retailers, government bodies, NGOs and local government. A range of views were offered during these discussions. This reflects the fact that no-one thinks any of the individual options will be perfect and that more detail is required - in particular, to understand how each of the Extended Producer Responsibility (EPR) models would work in practice. Where there was consensus, it was based on concerns about unintended consequences resulting from the implementation of radical change, and on the need for all parts of the new system to be complementary and work together. ESA is certainly concerned about the potential for EPR reform to lead to market disruption and fraud, which could result from the additional c< >mplexity and associated enforcement challenges.
