Having reached this stage in the struggle for achieving domestic recycling targets and facing the potential of failure on a national basis in 2005/06, there is now a new driver that is a far more frightening prospect. I am referring of course to the targets set by government for reducing our municipal bio-degradable waste that goes to landfill by 75 percent over the course of the next 15 years and the harshness of the calculator set at 68 percent. The very real threat of massive fines in the not too distant future, the confusion over 'which new technology' and the lack of government guidance thereon, indicates that we must do all that we can to help ourselves.
