In 2010 CIWM, and many other organisations, responded to a consultation on the "Introduction of Restrictions on the Landfilling of Certain Wastes". We responded on a number of key points. Landfill bans should not be implemented in isolation but rather they could complement other policy instruments including landfill tax, extended producer responsibility and utilisation of existing regulations and controls. Timing of the implementation of bans is crucial, particularly in relation to the provision of alternative treatment or reprocessing facilities. Whether resources are diverted away from landfill through landfill bans and/or other policy measures there will need to be a significant development in new waste treatment infrastructure. Timing is therefore vital.
