Introducing a cash ban to the scrap metal industry was never going to be a popular decision, particularly when there was no consultation with the industry as a whole, nor sufficient guidance and time to implement changes for the scrap metal dealer. Consultation with the industry took place only with the British Metals Recycling Association (BMRA), a trade body which, at that point, represented 300 companies, less than 10 percent of the 3 600 yards that the Environment Agency had registered.
