New legislation will cap the amount of biofuels from agricultural crops used to achieve the EU's transport targets of 10 percent renewable energy by 2020 at seven percent, after MEPs approved a compromise agreement. The European Parliament had asked for a six percent cap, but compromised a seven percent cap, following a provision to allow member states to have the option to go lower if they wish. Municipal services contractor, Biffa, has won an eight-year contract, beginning in July, to provide household recycling and refuse collections and street cleansing for Manchester City Council. The contract award follows a yearlong tendering process to find a single contractor to manage both household collections and street cleansing for over 514000 residents of one of England's largest and highest profile cities.
