Provision with Public Infrastructure and Private Sector Participation - a Kit for Organisational Models

In seeking to adjust the living conditions of the world population and to ensure a functioning cross border infrastructure the sources of infrastructure finance are increasingly internationalised and more use is made of private capital and know-how. Consequently the requirements regarding effectiveness and efficiency of infrastructure measures as well as standardisation and transparency of country and sector specific organisational models are growing. The present paper introduces an approach that allows for reducing such established organisational models to basic, generally known structural components in order to better describe and compare their functionality and effects. The basis for the approach is long-standing research work aiming for the development of the "Kit" containing besides such structural components the appropriate tools for their composition and evaluation. After a brief introduction of the "Kit" its application is explained and tested using the example of the usual German organisational Models. The paper appears in print in two parts. The following first part describes the objective, the methodology, the theoretical founding as well as the principal structure of the "Kit" and presents the six partial models of an organisational model.
