Caught between the conflicting goals of storm-water treatment, flood control and the creation of habitat and recreational space, a Florida county found a compromise that satisfied all stakeholders. Government solutions rarely please everyone equally. But in Pinellas County, Fla., a design team found a way to meet county goals for storm-water attenuation and maintenance along with regional water management district goals for water quality while also creating new wildlife habitat and providing a recreational and educational corridor for local residents.
