In early 1992, the Escambia County Utilities Authority (ECUA), Pensacola, Fla., determined that the 2 mgd Avondale Waste-water Treatment Plant should be expanded to meet the growing needs of the Pensacola community. The design suggested by ECUA was based on a nine-stage treatment system for the removal of biological nutrients. The new 8.2 mgd plant, to be named the Bayou Marcus Water Reclamation Facility, was scheduled to be operational by the end of 1997. ecua completed the design in 1994 and received bids ranging from $13.9 million to $19.5 million, well in excess of the project's original $10 million budget.
