As part of a major expansion of the Cleveland Hopkins International Airport (CHIA), the City of Cleveland is constructing a new runway system, extending an existing runway system, and building supporting facilities. Developed in the 1920s and once the largest municipal airport in the United States, the airport today is finding that urban development is complicating its efforts to comply with modern capacity and safety standards. As a prime example, the airport needs to lengthen and separate its runways, but the resulting new runways must cross 1 mi (1.6 km) of Abram Creek, an urban stream with an 8 sq mi (21 km~2) drainage area that flows along the existing airport boundary. Faced with this obstacle, the airport investigated a number of alternatives before ultimately deciding to enclose the stream within a culvert passing beneath the location of the future runways.
