Motorists who regularly travel Denver's southeast corridor have come to expect heavy traffic. Over the years, the southeast corner of the Denver metropolitan area has become a major residential and commercial center. During the morning rush hour, the area draws nearly as many southbound commuters as the downtown business district draws in , the opposite direction. Meanwhile, the highways that serve the region―the interstate highways 25 and 225―have aged while the traffic volumes they must carry are now far above their design capacities. The response of regional planners to the growing congestion is the largest transportation project in Colorado's history: the Southeast Corridor Project, later renamed the Transportation Expansion Project, or T-REX. The $l.67-billion project will not only increase highway capacity by replacing and improving the existing infrastructure but also transform 1-25 and 1-225 into a multimodal transportation corridor by adding a light-rail line.
