White House, Congress Debate Water Resources Bill

For the first time in seven years, the House and the Senate have passed identical versions of legislation to reauthorize the Water Resources Development Act (wrda). Normally reauthorized every two years, the wrda defines projects and sets policies for the U.S. Army Corps of Engineers. Responding to concerns from the Bush administration that their bill (H.R. 1495) is too expensive, members of Congress have vowed to override a threatened presidential veto.
