The program and budget for the Pentagon renovation were first established in the late 1980s, when public concern for sustain-ability was not well developed. Nonetheless, the renovation team suggested that the Department of Defense—a very large consumer of energy—consider participating in the then-fledgling U.S. Green Building Council's Leadership in Energy and Environmental Design (leed) program. The department concurred, and the Pentagon became a sus-tainability showcase.
