Woodland and davis are among the largest of the municipalities in northern California that rely exclusively on groundwater to meet their drinking water needs. Faced with declining ground-water quality and increasingly stringent discharge requirements, the two cities have long been working together to develop a reliable source of surface water. In mid-October the efforts of the two cities came to fruition when the Woodland-Davis Clean Water Agency-the entity formed for the purpose of developing the new surface water source- awarded a $141.2-million contract to CH2M HILL, of Englewood, Colorado, to design, build, and operate a surface water treatment system that will rely on water from the Sacramento River.
