A White House official accused of doctoring documents on climate change to make them more beneficial to oil companies has resigned.But the White House has said that the resignation of Philip Cooney,who was chief of staff of the council for environment policy,had nothing to do with revelations that he rewrote and edited documents to play down the link between greenhouse gas emissions and climate change.
