The Energy Information Administration, a research arm of the US Department of Energy, has released a draft report estimating the costs that the House climate bill would have for industry and consumers. The bill's proposed cap-and-trade program would sharply increase costs after 2030 when free allowances are phased out. The study also predicts an overall decline in US GDP compared with business as usual, with the anticipated loss ranging from 0.2% to 0.9% over the 2012-2030 period, depending on the scenario.
