You do it every time you sign a manifest. By signing the manifest, you are certifying that you have a program in place to minimize generation of hazardous waste at your institution. It's right there in section 16. But how can you do this for research laboratories? Coordinating hazardous waste management at a university can be very complex due to a number of factors, including: 1. Most colleges and universities are decentralized, such that most academic and administrative departments function independent of each other. 2. Most research laboratories have an unstable workforce, relying heavily on graduate students and postdoctoral associates who are usually at the university for a limited time. 3. The type of operations and waste generation changes frequently as the focus of the research changes. 4. For many universities, there is no central purchasing or chemical stockroom.
