Occupational exposure to non-ionizing radiation: Hazard communication

Conflicting scientific data and lack of conclusive results present a special challenge in meeting the information needs of workplaces. In this atmosphere of scientific uncertainty, people worry about the potential harm from exposure to non-ionizing radiation, especially the risk of cancer. We cannot ask people to wait until conclusive scientific data are available. This will result in anxiety, which in itself is an occupational hazard. Under these circumstances, one way, and probably the only way of effective hazard communication, is to state the scientific facts and assist people to make their own judgement on options available to reduce the potential or alleged risks. The message is basically to follow the prudent avoidance plan, which recommends "avoid all unnecessary exposures." Some organizations have found standard message phrases as effective means of hazard communication.
