On the eve of Earth Day 1998, Vice President Al Gore, speaking from Washington, D.C.'s Rock Creek Park, a generous stretch of greenery that meanders through the city's northwest sector, hammered another nail into the Clinton Administration's environmental right-to-know platform. Calling on the Environmental Protection Agency to seek out information on persistent bioac-cumulating toxic chemicals and add these to the Toxics Release Inventory (TRI), Gore essentially assured that the agency would do something it had only been thinking about.
