Educators decry INS plan to charge foreign students

To pay for an electronic system to monitor and track nonimmigrant foreign students, a proposed rule set forth by the Immigration & Naturalization Service (INS) may force the higher education community to charge foreign students and visiting scholars a fee and then hand the money over to INS (C&EN, Jan. 17, page 12).
