We are stuck with a war that we don't want because our political institutions don't work under the present circumstances. One man has the power to assert his will over the will of the majority. He is commander-in-chief. The commander-in-chief possesses plenary power to prosecute a war—two wars—any way he sees fit. So he says. That power is claimed under the newly-discussed theory of the unitary executive. Nobody is the executive except the executive.
