Need to bleed?

Q We have a Kubota Nanni engine in our boat and recently had a service with new filters etc. We were advised to drain the bottom filter at regular intervals to remove water from the diesel. To do this, do I need to turn the diesel fuel tap off? If so, will the system need bleeding?
