New K&A mooring plan to start in May

The canal & river trust has published its response to a consultation on a local Towpath Mooring Plan for the Kennet & Avon Canal - and the scheme will be launched on 1 May. The Plan was devised in response to perceived problems of too many boats without home moorings and with a limited range of movement. Although a court case in 2010 established that a boater who moved less than ten miles did not qualify as 'continuously cruising' as required by the 1995 British Waterways Act, there has never been a precise legal definition of the requirements. In an attempt to move forward in an area where many such boaters have 'put down roots', the local Waterways Partnership proposed a scheme that divided the canal from Bath to below Devizes locks into 14 'neighbourhoods', the idea being that those craft which made a progressive journey between these zones would not be subject to any CRT enforcement action during the 12-month period of the plan.
