Where are all the boats?

I've spent the summer and autumn out and about on different waterways and thoroughly enjoyed every minute of it, but I've got the impression that there have been fewer boats out and around on the water than usual. I'll admit that I've only been out on the Kennet & Avon, Gloucester & Sharpness and the Oxford, so maybe it's just where I've been, but even rivers like the Thames seem to have been quieter this year, certainly as far as narrowboats are concerned.
