This special issue is devoted to the business of health care. The business of health care is of broad interest for several reasons. First, the health care industry is a significant sector of the economy. In 1998, health expenditures in the U. S. topped $1.1 trillion - up 5.6 percent from 1997- and the share of GDP devoted to health care was 13.5 percent.
