Net Neutrality Rules Aren't Always Neutral

Regulators on Dec. 21 limited companies' control of consumer access to the Internet and what flows over the Web. For some it's a mixed blessing. The Federal Communications Commission's net neutrality rules bar cable companies-say, Comcast-from blocking or slowing traffic from competing video providers such as Netflix. While the rules generally don't apply to wireless providers, they ban carriers such as Verizon Wireless from impeding rival phone services such as Skype.
