As reported in September Buses, passenger transport executive Nexus has responded to a 27-year decline in bus ridership in Tyne & Wear since deregulation by proposing a quality contract scheme (QCS) in which operators are contracted to run services to its specification. It has produced several documents explaining its proposals and the evidence they are based upon, but what can it deliver and why is this change needed?
