Supplier quality assurance: Contract administration quality assurance program for ship repair, overhaul, and conversion.

To maintain its fleets, the U.S. Navy has established Regional Maintenance Centers (RMC) which provide "one-stop-shops" for its maintenance needs. A significant percentage of the Navy's ship maintenance is accomplished by commercial shipyards. Federal Acquisition Regulations (FAR) require the contractor to control quality and task the Navy with determining the type and amount of government quality assurance activity needed. The Navy's Joint Fleet Maintenance Manual (JFMM) defines the Navy's requirement for a government quality assurance program.;Currently, each RMC has different processes and methods of implementing its quality activity. Thus the purpose of this project is to explore the regulations associated with government oversight of contracted ship repair and develop a written quality process which will satisfy the requirements of both the JFMM and FAR. The results of this project will be initially implemented at the Northwest Regional Maintenance Center with recommendations for further use at other RMCs.
