What chance of that much co-operation?

I was most interested in Roger French's ideas about Oyster and bankcards (Inside Track last month), particularly his comments on MPs and the like who prattle on about Oyster-style cards. My MP is one of these, and I have been pondering how the different operators in a town would have revenue allocated. It seems a much more difficult problem outside London, where there is one authority controlling all the operators, and no requirement to share out revenue, only its allocation. By contrast, in the Ipswich area First is by no means dominant, and several independent operators run in from rural centres. Mr French thinks the software can sort it all. Perhaps. If daily or weekly caps applied to the use of bank debit cards, how might that affect the revenue to be shared? But I could not help laughing at his idea that 'it just needs a sensible sharing formula agreed by all parties' and with all operators co-operating, it will work. All co-operating?
