L'approbation de la nouvelle Loi espagnole relative aux Ports, en novembre 1992, dote les port d'un mécanisme de planification actualisé pour adapter leurs besoins en utilisation du sol à la réalité du trafic maritime actuel. Le port de Tarragone a été le premier de l'état espagnol à appliquer les nouvelles dispositions de la loi, le Plan d'Utilisation des Espaces Portuaires (PUEP) ayant été approuvé en mars 1994. Les principaux objectifs du PUEP de Tarragone sont: 1. d'équiper le port de grandes superficies terrestres afin d'y implanter des activités à valeur ajoutée en rapport avec le commerce maritime et favorisant l'intermodalité du transport. Une Zone d'Activités Logistiques (ZAL) est donc constituée à cet effet et implique un accroissement de la superficie terrestre du port à trois fois la superficie totale existante. 2. Normalisation des relations port-ville, en réservant à usage urbain les espaces portuaires devenus obsolètes pour le trafic commercial, en réaménageant le dock intérieur, les activités nautiques étant transférées à un port de plaisance extérieur, et en délocalisant les activités commerciales susceptibles de gêner les citadins vers les quais les plus éloignés de la ville. 3. Aménagement des espaces portuaires en répartissant les terrains du port commercial en zones conformes aux besoins actuels. 4. Planification des accès terrestres par la route et par le rail, en reliant le port au réseau de communications environnant.%The approval of the PUHA means a very important quality jump for the Port of Tarragona as it will give it a master plan or reference framework for the development of infrastructure in the future. The application of the PUHA is nevertheless subject to certain constraints. The construction projects arising from the PUHA may need the approval of the State, the Autonomous Government and the Municipality, where applicable. The budget for developing the port works will have to be principally financed by the Tarragona Port Authority, which means that the implementation of the infrastructure construction will have to proceed according to the tempo of its financial possibilities. The land transport infrastructure around the port will have to be financed by various Public Authorities - State, Autonomous Government, Province - depending on their realm of authority. Their coordination will require a financial and organisational effort of great magnitude. In any case the PUHA is a planning instrument which will allow the correction of important deficiencies of the Port and place it in an advantageous position for the immediate future.
