We reject Hugh Gusterson's suggestion that activists who have challenged the proposed National Ignition Facility (NIF) and other new laboratory testing programs somehow pose a threat to a comprehensive test ban treaty and the nonproliferation regime. In fact, citizens' criticisms of NIF at public hearings earlier this year were well-founded and entirely appropriate to the occasion. Those hearings were part of an extraordinary, unprecedented review of the potential proliferation impact of NIF, ordered by Energy Secretary Hazel O'Leary in response to concerns raised by citizen groups and Democratic Cong.
