It looks as if congress's replay of the last two years' budget squabbles will be a lot like the re-release of George Lucas's Star Wars movies: The story will be the same- only the graphics will be updated. During the last batch of allocations -shortly before the budget was released- the president blessed the Pentagon by adding $2.8 billion to its budget for the next fiscal year, $11 billion over five years. The fiscal 1998 budget includes $265 billion in Pentagon budget authority, an increase, although small, over fiscal 1997. Pentagon officials could boast that a generous president had given them five increases in four years.
