Five years after the end of a 30- year war and three years after the country's first free elections, Mozambique is a long way from prosperity-but it is on the short list of war-torn countries making genuine strides toward rebuilding and reconciliation. From December 1992 to December 1994, the United Nations Operation in Mozambique (ONUMOZ) oversaw the implementation of peace accords that ended the war between the governing FRELIMO party and the rebel group RE-NAMO. Combatants turned in their weapons, entered demobilization pro-grams, and a new non-partisan army was trained; international donors and U.N. agencies brought back nearly two million refugees and helped them rebuild their lives and villages (see "Mozambique Disarms," September/ October 1994).
