The scene is the £230m katse dam in lesotho, a tiny, mountainous kingdom surrounded by South Africa. Troops from its neighbour have arrived to restore order after an anti-government uprising. The Katse army base, close to the 1000-strong encampment around the dam construction site, is a rebel stronghold. A battle ensues; insurgents and civilians are killed.
