Billions of dollars of spending is being directed to retrofit homes, offices, factories and government facilities to use less energy. Billions more stimulus dollars are being spent on the rollout of smart meters, grid communications networks and smart devices that can give utilities new ways to monitor and manage energy use, from the power grid itself to customers' homes and businesses. But getting these new energy efficiency technologies and smart grid systems to talk to one another remains experimental in most places. One big reason for the lack of effort? Most utilities don't really make money by getting their customers to use less energy. Why would they want to spend money on new infrastructure to help customers buy less of their product?
