It was in 1999, the Shanghai Municipal Government decided to relocate all industrial facilities in the city center, including numerous large-scale production plants, wharfs and warehouses along the Huangpu River to the suburb. The government has long term plan for the expansion of the city and land in the core area, especially along the Huangpu River is precious. Moreover, city planners are well aware of the city's rapid economic growth will increase logistics activities. Therefore it is sensible to relocate all industrial plants, wharfs and warehouses outside the city center area where they will have more space for future expansion.
