Media analyst Paul Gallant says the chances are getting better that incentive auctions could be made part of the bill raising the debt ceiling, which would be one way of getting broadcaster payments on must-pass legislation. Broadcasters could likely live with that, so long as they got the "hold harmless"protections for those among them that decided to stay in business rather than sell spectrum. The FCC wants to get 120 MHz of spectrum back from broadcasters to use for wireless broadband, but needs legislative authority to compensate them for moving.
