IMO fiddles while ferries kill

Without wishing to bore readers I find it impossible not to comment on yet another tragic ferry accident. As I write, a second ferry in less than a year has come to grief on the Dar-es-Salaam to Zanzibar route. Again, the loss of life is horrifying. Yet again, the International Maritime Organisation (IMO), the only body with any hope of improving the standards of third-world ferries, has done next to nothing. We are doomed to continue to see these tragic and preventable events occurring on a monotonously regular basis unless IMO develops sufficient spine to enable it to act unilaterally and globally.
