International Research Mobility and Global Knowledge Production

摘要

Developing and sustaining a viable community of science and engineering professionals is a challenge faced not only by individual countries but also by all national and regional participants in the global marketplace. Ensuring the full inclusion of talent in these enterprises becomes increasingly imperative as the global marketplace becomes more competitive. A study by the Organization for Economic Co-operation and Development (OECD), "The Global Competition forTalent Mobility of the Highly Skilled," shows that mobility contributes to the diffusion of knowledge, increased R&D and economic activity, job creation and entrepreneurism. Mobile researchers can facilitate continuing knowledge exchange or"brain circulation,"among the host and home countries, which encourages collaborations over the long-term.
