FAA's Funding Feud

The FAA this week intends to send Congress a new blueprint for aviation funding that includes both user fees and higher fuel taxes, but the agency will face an uphill battle to convince Democratic leaders to approve the changes. Reps. James Oberstar (D-Minn.) and Jerry Costello (D-Ill.)—who head the House Transportation and Infrastructure Committee and its aviation subcommittee—are extremely skeptical of the FAA proposal. Also, general aviation groups are not mollified by the agency's decision to exclude them from most of the new user fee system, and will doubtless continue to lobby against the plan.
