A final regulatory catch in low-visibility operations is a requirement that commercial operators who take off in conditions less than the lowest approach minimums must have a takeoff alternate. This really is only meaningful for multi-engine aircraft and essentially says if you have an emergency requiring an immediate landing, there must be one available because the one you just left is below minimums. There's no requirement for a takeoff alternate for Part 91 operators, but it's not a bad idea.
