Recognizing FARs 91.205 and 91.213 can leave a lot of room for interpretation in the field—and the FAA hates interpretation—the agency developed the minimum equipment list, or MEL. As its name implies, the MEL is the specific inoperative equipment document for a particular make and model aircraft, listed by serial and registration number. In other words, it applies to one and only one specific aircraft.
