In 1936, Deutsches Luft Hansa was already carrying out transatlantic mail flights, but wanted to expand these to include passengers. The contract for designing the aircraft was given to Hamburger Flugzeugbau, the aviation department of Blohm und Voss shipbuilders, and its forward-thinking Technical Director Richard Vogt. Having worked for Zeppelin and Claude Dornier, he later became Chief Designer for the Japanese Kawasaki Dockyard Company Ltd (Kawasaki Aircraft). Vogt had a penchant for creating unique aircraft, such as the BV 141, and his designs for Deutsches Luft Hansa's (DLH's) flying boat were no exception.
