Few would credit former US president Bill Clinton with doing a lot to help to make driving safer, easier and greener. His most famous contribution to the car industry's progress was perhaps being the first to receive a presidential hybrid, a Mercury Mariner SUV.rnBut on 1 May 2000 Clinton did something far more useful; he ended "selective availability". This was the deliberate degradation of civilian GPS signals, ensuring that US military systems were more powerful.
