Garnaut emissions trading model: getting down to business

The release of the Garnaut Review's discussion paper on 20 March 2008 takes consideration and debate of design elements for an Australian emissions trading scheme (ETS) one step closer towards reality. This article briefly outlines some of the key points in the discussion paper.rnWhen Professor Ross Garnaut released the discussion paper on his proposal for an Australian ETS, he gave clear indications that his design was heavily influenced by the ongoing development towards a global agreement. While the discussion paper covers a reasonable amount of detail in its 89 pages, there is no doubt that we are still to see a lot more debate and consideration around a national ETS. Nevertheless, Professor Garnaut's recommendations around an ETS for Australia are taking shape and we are definitely starting to move towards the business end of things.
